Análisis del grado de alistamiento logístico y ferroviario de los países que conforman el nuevo puente terrestre euroasiático (NELBEC) para su integración a la iniciativa de la nueva ruta de la seda

dc.descriptionLa Nueva Ruta de la Seda es un megaproyecto logístico que dio a conocer en el año 2013 por medio de una conferencia brindada por el presidente de China Xi Jinping, pero que se oficializó en 2015. Actualmente, son más de 138 países los que demuestran el interés en ser parte de esta ruta a través del medio marítimo o terrestre. Teniendo en cuenta la importancia de este plan chino, en el presente trabajo se pretende conocer el grado de alistamiento logístico y ferroviario que poseen Rusia, Bielorrusia, Kazajistán y Polonia para integrarse eficazmente en esta ruta por medio del corredor económico NELBEC (New Eurasia Land Bridge Economic Corridor). Para alcanzar este objetivo, se ha empleado una metodología de índices agregados o compuestos haciendo uso de la información indicada por el índice de desempeño logístico del Banco Mundial y por índices asociados al transporte ferroviario de mercancías derivados de la revisión teórica. Los resultados reflejan que, Polonia, demuestra mayor capacidad para poder soportar los altos flujos de mercancías que demanda este proyecto, ya que cuenta con la más avanzada calidad de la infraestructura y sus trámites aduaneros son lo suficientemente estructurados para evitar retrasos en los despachos aduaneros. En segundo Lugar, se encuentra Rusia, debido al gran potencial que posee en el transporte ferroviario, lo cual es positivo, pues es el medio de transporte más usado en este corredor. Posteriormente, en la lista continúa Kazajistán y es Bielorrusia quienes presentan un menor alistamiento para ser participantes activos y eficientes en este actualizado cinturón económico chino.spa
dc.descriptionThe New Silk Road is a logistics megaproject that was announced in 2013 through a conference given by Chinese President Xi Jinping, but was made official in 2015. Currently, there are more than 138 countries that show interest in being part of this route by sea or land. Taking into account the importance of this Chinese plan, this paper aims to know the degree of logistic and railway readiness that Russia, Belarus, Kazakhstan and Poland have to effectively integrate into this route through the economic corridor NELBEC (New Eurasia Land Bridge Economic Corridor). To achieve this objective, an aggregate or composite index methodology has been employed using the information provided by the World Bank's logistics performance index and by indices associated with rail freight transport derived from the theoretical review. The results show that Poland demonstrates the greatest capacity to support the high flows of goods demanded by this project, since it has the most advanced infrastructure quality and its customs procedures are sufficiently structured to avoid delays in customs clearance. In second place is Russia, due to its great potential in rail transport, which is positive, as it is the most used means of transport in this corridor. Next on the list is Kazakhstan and Belarus, which are less prepared to be active and efficient participants in this updated Chinese economic belt.eng
