La tendencia que se ha observado a través del tiempo en Colombia, es la de un gasto en aumento debido a una mayor participación del Estado en la economía debido a la gran cantidad de funciones del gobierno tanto en el nivel central como en local, dada la necesidad de que el Estado contribuya al desarrollo de la sociedad.Por ello, el presente artículo tata de abordar el comportamiento del gasto público en Colombia sea a través de las transferencias a las entidades territoriales o como una asignación directa del Gobierno Central, que tiene como objetivo reducir las necesidades básicas insatisfechas de los colombianos.

This is produced by the great number of functions of the government in the levels central and local, by the necessity of the State contribute to the social increase.The present article board the behavior of public expense in Colombia across of the transferences to territorial entities and as direct assignation of the central government with the purpose of to reduce the basic Colombians needs not satisfied.
