Resumen
This article plans the inconvenients legal, technical and finance that avoid the execution of the Plan National System and the construction of this mean objective: to expand the process of descentralize in the country and to permit a process territorial planification that compromise to the comunities like construct agents of future. It presents a panorama about of the conception of the growing and open of the country, declare and discuss the tools planification, these concepts are seen since a optics municipal and in the last part realice a reflexion about of the posibilitis of to organize the system.

Este artículo plantea los inconveniente jurídicos, técnicos y financieros que impiden el funcionamiento del Sistema Nacional de Planeación y la consecución de su principal propósito: ampliar el proceso de descentralización en el País, para lograr una planificación territorial que comprometa a las comunidades como agentes constructores de futuro. Para ello se presenta un panorama de lo que ha sido la concepción del crecimiento y desarrollo en el País, se plantean y se discuten los instrumentos de planificación, mirados desde una óptica municipal, por último se hace una reflexión en torno a las posibilidades de organizar el Sistema.
