Resumen
This work realizes the vision of development and its impact on the implementation of the agreement one (1) of Havana on Integrated Rural Development, from the perspective of territorial peace and mechanisms built for achieving peace in their territories by black communities in the Middle Atrato Chocoano. Hence the concept of Territorial Peace in its widest dimension is defined as "Peace must be built from the real desire to make a transformation from active territories of its people, to bring benefits and opportunities for all its inhabitants, recognize their rights and to ensure broadly participatory processes. Also, the concept of territorial peace includes, without exceptions or exclusions, all Colombians, through broadly participatory processes, and strengthening of national and regional dialogue, and necessarily involves the vision of state institutions, the owners ethnic communities in the territory, social organizations and private companies and organizations, among others "(National Planning Department - DNP, 2016). In this context it will be necessary that the authorities and communities redefine the visions of the territory, especially those involving their plans, programs and development projects in the new stage of peace building, plan and implement actions underway to strengthen the territorial administration to deepen democracy, to work from the social mobilization and strengthened citizen participation to generate trust in society, and to bring the state and society around a common vision of peace building. The implementation of the peace accords will be the opportunity to do things better and differently things. The communities have historically been subject to various affectations generated by the social and armed conflict in the country and particularly the area of influence of the Community Council COCOMACIA Middle Atrato in Choco department. Also the role it has been playing the COCOMACIA organization, for the defense of the territory and community autonomy and the construction of a proposed Ethno that can be articulated with the preliminary agreement on Rural Integral Development by designing and commissioning is highlighted up of an ethnically territorial communities of African descent path for the implementation of the peace agreements that occur in Colombia, which will have major impacts can be foreseen in these territories, meaning that 90% of chocoano territory is rural and have the special status of being collective territories.
