Governance management requires a systematic use of information, as well as communication channels and messages that facilitate and encourage decision-making processes. Government communication is presented as a resource that becomes management and contributes to the success of the corporate purpose and strategic vision of public administration organizations. The Cuban context has not been indifferent to this reality, based on a reorganization of the management and development systems of governments, both provincial and municipal. When facing such scenarios, it is necessary to develop analyzes that allow including key issues such as the inclusion of information and communication systems as strategic resources within the government scenario. The general objective of the study focuses on the assessment of the centrality of communication from the management of local governments. For this, a qualitative approach was used, of a communicological nature, assuming the documentary-bibliographic as the main method. The main conclusion of the investigation was that even when the reference to managed and strategic communication is assumed from the normative, the practice operates on a transmission model of information and a disarticulation of communication.
