Este trabajo de grado MBA aborda el desafío del Instituto para el Desarrollo de Antioquia (IDEA), una institución colombiana de fomento (INFI), cuya limitada generación de recursos restringe su capacidad misional para financiar los planes de desarrollo territorial. A pesar de su rol clave en proyectos de infraestructura y desarrollo social, esta insuficiencia compromete su potencial para mitigar las brechas de desigualdad socioeconómica en Antioquia. La investigación se centra en diseñar un Modelo de Optimización en la Generación de Recursos (M.E.O.R.) para fortalecer la autonomía financiera del IDEA como banca de desarrollo subnacional. La metodología incluye un estudio de caso, análisis financiero (2019-2024), benchmarking de mejores prácticas y un análisis FODA. El M.E.O.R. busca diversificar ingresos, incorporar la titularización de rentas territoriales y generar ingresos no operacionales mediante una Gerencia de Estructuración y Desarrollo Territorial (GEDT), consolidando al IDEA como un banco de desarrollo con mayor impacto regional.
The document addresses the critical challenge faced by the Institute for the Development of Antioquia (IDEA), a Colombian development institution (INFI), whose limited generation of resources restricts its core capacity to fully finance territorial development plans. Despite its historical role in leveraging major infrastructure and social development projects, this resource shortage compromises its potential to mitigate socioeconomic inequality gaps in Antioquia. The research aims to design a Resource Generation Optimization Model (M.E.O.R.) to strengthen IDEA's financial autonomy and its role as a sub-national development bank. The methodology includes a single case study, a deep financial analysis (2019-2024), best-practice benchmarking of other INFIs, and a SWOT analysis. The proposed M.E.O.R. seeks to diversify income sources, incorporate the securitization of territorial revenues, and generate non-operational income through a Territorial Structuring and Development Management unit (GEDT), consolidating IDEA as a highly efficient, development bank with greater regional impact.
