Modelo para el control social a la gestión pública : el caso de las veedurías ciudadanas en el municipio de Envigado

Abstract

This research project takes into account various initiatives presented in the national and international stage regarding the intention to consolidate and improve the function of social control of public management exercised by constitutional mandate for the citizen oversight. This is possible from references to guide the work of its members, in the case of the municipality of Envigado given its characteristics and culture of citizen participation implemented. In that sense, we inquired about how to strengthen social control , through from the improvement in the monitoring function of public management, developed by the citizen oversight in Envigado? This paper proposes a model for strengthening the social control of public administration exerted by citizen oversight, from the identification and analysis of references, causes of major obstacles encountered in developing their function and of proposals, and guidelines , instructions and tools than in other publications especially of character institutional and public, have materialized around the objective, but in the case of this research focus on public management.
