dc.descriptionThe issue of territorial ordinance should be conceived as a tool to favoring the democratic and institutional governing of the country In this sense, it become necessary to rethink the ordinance issue beyond traditional figures of territorial organization, which would allow to restructure and llexibilize the integration and performance processes within the territory The 1991 Constitution lett an opening for many territorial organization possibilities which are vet to be developed by the Colombian Legislature through the Organic Law of Territorial Ordinance. The project of the organic law underway in the Congress reproduce- the model already existing in the legal norms, and does not develop the mandates of autonomy, equity, and territorial flexibility that are in the Constitution.spa
dc.descriptionEl tema del ordenamiento territorial debe ser concebido como un instrumento para favorecer la gobernabilidad democrática e institucional del País. En este sentido, se hace necesario repensar el tema del ordenamiento más allá de las tradicionales figuras de organización territorial, que permita reestructurar y flexibilizar los procesos de integración y de actuación dentro del territorio. 1.1 constituyente de 1991 dejó abierto un abanico de posibilidades de organización territorial, que aún no han sido desarrollados por el Legislador Colombiano a través de la Ley Orgánica de Ordenamiento Territorial. El proyecto de ley orgánica que cursa en el Congreso reproduce el modelo existente en las normas legales y no desarrolla los mandatos de autonomía, equidad y flexibilidad territorial contenidos en la Constituciónspa
