Resumen
The Colombian royalty system has to the compensation for sustainable development, both in the mining regions, as in other municipalities, and provides resources in return for the depletion of non-renewable natural resources, intended to improve the quality of life of the inhabitants of the regions where they are exploited. This paper explores the phenomenon occurred in Amagá regarding to the exploitation of mineral coal, the royalties that the coal generates and its direct impact on social investment, especially in health, which, by the Constitution and by law, is one of the items in which these resources should be invested. According to the consulted sources, it appears that in the period 2006-2010, social investment in health with resources from royalties has been minimal in the municipality of Amagá, which brings two implications. On the one hand, ignorance of the municipal administration of the legal and constitutional mandates concerning to the investment of resources resulting from royalties, and in the other hand, the lack of monitoring of the control agencies of both the national and the regional order, regarding to the situation.
