Abstract

This document analyses the position of the state against the domiciliary public services, for this specific case we describe and analyze the regulations that exist in Colombia in the topic of aqueduct and sewerage. an analyses is done on decree law 2811 from 1974, law 9 from 1979, the political constitution of Colombia 1991, the law 142 from 1994 and law 388 from 1997, Specifically because they make a great contribution to the development of the potable water sector and basic sanitation they also impel the development of the country and improvement in the quality of life of the users. In the document it highlights the importance to the sectors health, environment and economy, achieving greater coverage of water supply and sewerage services. Finally, a series of analyses and conclusions address the role played by the State and users in this topic are presented.
