Impact Evaluation of Agricultural Public Policies: A Systematic Literature Review

| dc.description | The practice of impact assessment of agricultural public policies is on the rise, as international organizations and the academic community are increasingly aware of the need to improve the evidence on which these policies are formulated and adjusted. However, the impact evaluation of agricultural policies implemented within the framework of sustainable rural development should be based on a holistic and participatory approach. Therefore, this research seeks to know the current state of the discussion on the dimensions that affect the impact evaluation of agricultural public policies. To achieve this, this article conducts a systematic literature review, using a sequential mixed approach, first, quantitative, through a bibliometric analysis, and, second, qualitative, with a content analysis using PRISMA and Snowball techniques to define the sample of eighty documents. The results show that the dimensions that affect the impact evaluation of agricultural policies are social, environmental, economic, cultural and institutional. In addition, governance performance is linked to the way in which the effects are produced. The proposal allows for an in-depth estimation of the impacts of an agricultural policy. The theoretical implications revolve around the fact that sustainability must be understood beyond the three classic dimensions and encompass the cultural and institutional dimensions. It also proposes that the evaluation of a policy should integrate the three moments of evaluation.
