Plaza Mayor Medellin, Conventions and Exhibitions, is the place where you make the biggest and most important events in the city, is a space for city dwellers, people from different regions of the country and visitors from around the world. The air conditioning is a staple resource for the comfort of their saloons and therefore signed an inter-administrative agreement with Empresas Públicas of Medellin (EPM) for transport and supply of thermal energy through iced water to 40 ° F for a period of five years commencing on March 15, 2005. Months before the expiration of the agreement, Plaza Mayor gave a review of fixed costs that were incurred for the payment of public services of iced water supply and concluded that this item represented a significantly higher cost to the agency each month and the prices at which it was agreed the cold water supply does not correspond to market prices, likewise, the consumptions research determined that the company had excess capacity of 150 Tons of Refrigeration (TR) of 550 TR installed. This led to study the technical and financial feasibility of implementing a project that, will result as an alternative to continue paying the EPM service. The project is to purchase, install and operate the equipment for the production of thermal energy through the iced water within the facilities of Plaza Mayor since the institution has a report from Air Conditioning of December 2003 submitted by the company JOSE TOBAR Y CIA LTDA., which deals with the design and specifications for the system of AIR CONDITIONING of the conventions inclosure. In addition to quantifying the initial investment in equipment and to quantify the costs of operation, the project was evaluated against the alternative of continuing to pay the EPM service for a period of ten years, using the rate authorized by Plaza Mayor for the evaluation of projects, corresponding to the minimum rate of return on the market that is the DTF + 2 points, or 5.81%. The evaluation of both alternatives showed that the "Alternative 2" (the purchase and operation of equipment to implement the cold district system on the facilities of Plaza Mayor) is more favorable for the company since the VNA is lower in $173,253,040, that continue paying the EPM supply ("Alternative 1"). In addition, the CAE for the Alternative 2 is $ 291.352.094, that is to say, is lower in $23,328,099 that the CAE for Alternative 1. Moreover, in the year seven of the Project, is obtained the return on investment, made in year zero. Therefore, we conclude that "Alternative 2" is more favorable for the Company that continue with the EPM service, however it is recommended to the directives of Plaza Mayor to get a negotiation with EPM in variable charge rate, make the VNA of both alternatives, or the difference between these approaches zero.
