El presente artículo desarrolla la urgencia manifiesta permite celebrar contratos estatales sin seguir los procedimientos ordinarios, en situaciones excepcionales que requieren rapidez. Sin embargo, su aplicación puede generar riesgos para el principio de transparencia, que exige que los procesos sean claros y accesibles. Al evitar la licitación pública, esta figura puede fomentar la opacidad y el desvío de recursos. Aunque la urgencia busca agilizar la gestión pública, su uso debe ser controlado estrictamente para evitar abusos. Es fundamental que los órganos de control aseguren que la urgencia no se convierta en una excusa para eludir la competencia ni disminuir la transparencia. En resumen, la urgencia manifiesta debe usarse con cautela, garantizando siempre la transparencia para preservar la confianza en los contratos estatales.
