"The second-degree community organizations called the Association of Community Action Boards (Asocomunales or Asojuntas) are made up of first-degree community organizations -Community Action Boards and Community Housing Boards, their purpose being to develop processes of representation, strengthening, training, promotion of self-management and in general the search and development of actions aimed at generating comprehensive development in its affiliated organizations and their communities, however the effective development of this action becomes complex when the organization does not have adequate conditions to comply with its end. The state of 115 Commonwealths of 118 municipalities of the department of Antioquia, associations that can group around 5801, first-degree community organizations, 80% of them located in rural sectors of the department and identified as the main organization of existing base, hence their importance as bodies that mark processes in the municipal area and the need to know their status in the face of conditions considered optimal for their strengthening, the construction of new strengthening processes aimed at the communal sector at the departmental level and the models of local development considered by this actor. For this, the data obtained through measurements developed by the Department of Antioquia in the 2017, 2019 periods was examined, generating in this study a comparative analysis that allowed knowing the status of said organizations for three components, legality, operation, and incidence. in its territory, key variables for the calculation of the Community Strengthening Index - IFOC, which allows identifying the departmental, subregional and municipal reality, also taking as a case study in detail, the subregion of southwestern Antioquia in light of the process of strengthening developed, within the framework of the departmental commitment called ""Antioquia Think Big"", the results obtained suggest that although the second degree community organizations are advancing in the implementation of their regulatory obligations, the actions developed to allow their operation in accordance with its internal regulations and its impact nce real in the territories, a worrying aspect if the strengthening of the communal sector is sought as a key base organization in local development."
